Consiliul Concurenței al Republicii Moldova beneficiază de asistență în cadrul unui nou proiect finanțat de Uniunea Europeană și coordonat de autoritatea de concurență din România.

Astfel, consorțiul condus de Consiliul Concurenței din România, din care fac parte și autoritățile de concurență din Lituania și Polonia, a fost selectat pentru a implementa, în Republica Moldova, proiectul UE de Twinning „Consolidarea capacității instituționale ale Consiliului Concurenței pentru aplicarea politicii de concurență și ajutor de stat în conformitate cu cele mai bune practici ale UE”.

Partenerii proiectului vor sprijini aplicarea eficientă a legilor privind concurența și ajutorul de stat și îmbunătățirea capacității instituționale și administrative a Consiliului Concurenței din Moldova pentru a acționa ca o autoritate de concurență similară cu cele din UE.

Proiectul, finanțat de Uniunea Europeană, va dura 27 de luni și este programat să înceapă în prima parte a lunii octombrie 2024.

Project title:

 

Strengthening the institutional capacities of the Competition Council to enforce the competition and state aid policy in line with the EU best practices (MD 23 NDICI FI 01 24 (MD/40))

 

Overall Objective:

The overall objective is to enhance the internal market in Moldova by facilitating the effective implementation and enforcement of Competition and State Aid policies in line with the EU-Republic of Moldova Association Agreement, relevant European acquis, the EU Integration process, and international agreements and ensure fair competition, foster market integrity, and safeguard consumer welfare in the Republic of Moldova.

Specific objective:

The specific objective of the Twinning project is to strengthen the capacities of the Competition Council to enforce the competition and state aid policy in line with commitments taken by the Republic of Moldova in the framework of the EU integration process.

 

Activities:

Component 1:

Developing the Institutional Development Plan aligned with the National Development Strategy “European Moldova 2030”

Improving the internal organization and operations in order to enhance the efficiency and responsiveness of the MCC in handling competition and state aid cases

Developing and implementing the Comprehensive Human Resources Action Plan

Enhancing the communication and advocacy activities on competition and state aid

 

Component 2:

Enhancing the staff skills for conducting effective investigations and developing and applying an efficient merger control system

Increasing the level of harmonization with the EU acquis

Enhancing the capacities of judges (and prosecutors) dealing with competition cases

 

Component 3:

Increasing the level of harmonization with the European State aid legal framework

Strengthening capacity of MCC’s staff in the field of State aid

Increasing the awareness of main stakeholders on State aid policy

 

In essence, the scope of the Twinning Project is to ensure

– the improvement of MCC’s institutional capacity,

– the harmonization of national legislation with the European legal framework,

– the increase of the MCC’s capacity for an effective enforcement of the competition and state aid rules

– advocacy activities and

– training provided to the beneficiary staff and stakeholders, including judges and prosecutors.

Also, within the Project, assistance will be provided in applying the State aid information systems (State aid register).
