The Competition Council of the Republic of Moldova and the National Agency for Complaint Resolution (ANSC) have signed a Cooperation Agreement on February 19, 2025, aimed at ensuring a fair competitive environment and strengthening the transparency and efficiency of the complaint resolution process in public procurement.

Through this partnership, the two institutions will cooperate to prevent and combat anti-competitive practices, promote fair competition in public procurement, and improve the legislative framework in this field.

“The signing of this Agreement marks an important step towards better oversight of public procurement through the exchange of information, analyses, and best practices. The collaboration between the Competition Council and ANSC will enable us to more effectively detect and sanction potential bid rigging and other anti-competitive practices, thereby ensuring fair competition,” stated Alexei Gherțescu, President of the Competition Council.

In turn, Angela Munteanu, Director General of ANSC, emphasized the importance of this partnership for the public procurement process: “Through our collaboration with the Competition Council, we are committed to ensuring a fair competitive framework and contributing to the prevention and elimination of anti-competitive practices in public procurement procedures. Together, we will strengthen public and business confidence in the integrity of the procurement system in the Republic of Moldova”.

The Agreement sets out several areas of cooperation, including:

  • Monitoring the public procurement market to identify risks of collusion and fraud;
  • Exchange of information and consultations for resolving complaints;
  • Mutual support in investigating anti-competitive practices;
  • Developing proposals to improve legislation and promote good governance;
  • Organizing training sessions and experience-sharing initiatives in the field.

This collaboration takes place in the context of the ongoing efforts of both institutions to strengthen transparency in the complaint resolution process and to ensure a fair competitive environment in public procurement. Through this partnership, ANSC and the Competition Council aim to improve procurement procedures and ensure compliance with regulations, thereby contributing to the development of a healthy and competitive economic climate.
