The European Bank for Reconstruction and Development (EBRD), at the initiative of the Competition Council, will contribute to the implementation of a Technical Assistance Project.
The objective of this project consists in conducting a study on the market / economic sectors in which the public procurement has a considerable share, in order to identify competition issues and to develop relevant recommendations to address them.
At the initial phase, on January 20-22, 2015, the EBRD experts have performed first data collection studies, in Chisinau, during which there were held interviews with public authorities and the private sector, in order to explore 3 areas: pharmaceutics, public transportation and civil construction.
In this context, in order to collect relevant information for a further detailed analysis, the Competition Council has held interviews with representatives of the Ministry of Construction and Regional Development, the Ministry of Transport and Roads Infrastructure, the Ministry of Health, civil society and employer association representatives, the National Bureau of Statistics, the Medicines Agency and the Public Procurement Agency.
As a result of these interviews, the EBRD experts will identify the major competition issues and will develop relevant recommendations.
Also, within the same project, the Competition Council will receive the EBRD support for strengthening its capacities by training officials in the sphere of public procurement.
