Delegation of the Competition Council led by the President of authority Viorica CARARE will pay between 22-24 October 2014 a working visit to Kiev, Ukraine.
This is already the second visit, to which are invited the representatives of the competition authority from the Republic of Moldova as international experts in order to share their experience in the field of implementation of legislation on State aid.
In this respect, is notable participation in March 2013 of the delegation of the Competition Council from the Republic of Moldova to the joint session of the Competition Authority from Ukraine and deputies from Ukraine Verkhovna Rada, in order to help Ukrainian colleagues in the adjustment of legislation in the field of state aid legislation with the Community acquis.
In order to continue this collaboration, the members of the delegation, Viorica CARARE President of the Competition Council and Ion MAXIM, the member of the Plenum of the Competition Council were invited as speakers in an Intensive Program of Training for officials Anti-monopoly Committee (authority responsible for implementation of legislation on competition and state aid from Ukraine).
Agenda discuțiilor cu oficialii ucraineni va cuprinde subiecte privind inventarul, monitorizarea și trecerea în revistă a ajutorului de stat existent, dar și controlul ex ante al ajutorului de stat. Agenda of the discussions with Ukrainian officials will include topics inventory, monitoring and review of existing aid, but also ex ante control of state aid.
In particular, colleagues of the Anti-monopoly Authority from Ukraine, have asked officials from the Republic of Moldova to present the Competition Council’s experience in creation and implementation of Information system “State Aid Registry of Moldova” (SARM) unique system, which analog does not exists at the moment in the world, launched in the Republic of Moldova on July 1.
We would like to reiterate that the SARM is a system of notification, monitoring and reporting of State aid measures on-line, allowing each state aid provider to complete the forms electronically, without going to the Council, thus saving time and material resources.
Also, the System helps to ensure transparency, access to relevant information in the field of state aid and effective collaboration between state aid providers and the Competition Council and its objective is to minimize the negative impact of state aid on competition and international trade.
