Starting from April 1, 2019, the Administrative Code of the Republic of Moldova, no. 116/2018, entered into force.
A petition, in the sense of the Administrative Code, means any request, notification or proposal addressed to a public authority by a natural or legal person.
The petition can be submitted:
– electronically, being sent by e-mail or by fax to the number (022) 27-37-43; (022) 27-06-06;
– through S.S. “Moldova Post” at the address 2nd floor, 1 Alecu Russo street, MD-2068, Chisinau Municipality, Republic of Moldova
– at the CC headquarters, in the mailbox located at the central entrance.
The petition must contain information regarding:
– the petitioner’s first and last name or title;
– the domicile or headquarters of the petitioner and the e-mail address if a response is requested in this way;
– the name of the public authority;
– the object of the petition and its motivation;
– the signature of the petitioner or his legal or authorized representative.
In the case of the petition sent in electronic form, it must meet the requirements for the electronic document and be signed electronically, in accordance with the legislation in force. Addresses that do not meet the requirements stipulated in art. 75 para. (1) from the Administrative Code of the Republic of Moldova, no. 116/2018 – will not be examined.
If the petition falls within the competence of another public authority, the original of the petition is sent to the competent public authority within 5 working days from the date of registration of the petition, of which the petitioner is informed.

Petition requirements
By petition, in the sense of this law, is meant any request, complaint, proposal, referral, addressed to the relevant bodies, including the prior request contesting an administrative act or the non-resolution of a request within the term established by law.
The petitions must be signed by the author, indicating the name, surname and domicile.
Petitions in electronic form contain information regarding the name, surname, domicile and electronic address of the petitioner.
The petition in electronic form must meet the requirements for the electronic document, including the application of the digital signature, in accordance with the legislation in force.
